Guidelines for the Stop Torture Campaign

The international community regards torture as a grave human rights violation that is systemic in nature and wholly unacceptable to humanity. Indonesia has committed to opposing torture for the past 25 years through the ratification of the Convention Against Torture (CAT), enacted under Law No. 5 of 1998 concerning the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.

Despite the existence of numerous normative frameworks for the abolition of torture—both within international human rights instruments and in national legislation and policies—the reality is that acts of torture, arbitrary treatment, and degrading practices continue to occur repeatedly, particularly within detention facilities and similar institutions, often involving law enforcement officials. Therefore, continuous public education, outreach, and various forms of campaigns are crucial to minimize and prevent acts of torture.

In efforts to prevent and address torture and other cruel, inhuman, or degrading treatment or punishment, the National Commission on Violence Against Women (Komnas Perempuan), as a National Human Rights Institution (NHRI), became one of five state institutions that, on 24 February 2016, entered into an agreement to advance the prevention of torture and ill-treatment through joint monitoring of detention facilities and similar institutions in Indonesia. This cooperation is referred to as the Cooperation for the Prevention of Torture (KUPP). In February 2023, the collaboration was expanded to include the National Commission on Disabilities (KND). KUPP undertakes monitoring, research and studies, preparation of policy briefs, constructive dialogues, and educational initiatives, particularly aimed at enhancing the capacity of stakeholders.

In its development, to further strengthen synergy and preventive action undertaken by KUPP and various other actors across different platforms, KUPP, together with civil society, initiated the public campaign Stop Torture.
